PLUMBING CERTIFICATES A MUST WHEN SELLING IMMOVABLE PROPERTY



The City of Cape Town Municipality amended its water bylaws in October last year. It requires a seller of property (including sectional title units) within its jurisdiction to provide a plumbing certificate, issued by an accredited plumber, certifying that -

the water installation conforms to the national building regulations;

there are no defects in the installation and functioning of the water meter; and

there is no discharge of storm water into the sewer system.
The regulations do not require the certificate to be furnished to the purchaser. However, the format of the Compliance Certificate as included in the bylaw, makes provisions for it to be submitted directly to the municipality. Agents, advise your sellers of this new requirement!
